As part of a thematically aligned series of events within the PeaceLab2016 framework the Global Governance Institute (GGI) at Vesalius College Brussels and the Institute for Security Policy at Kiel University (ISPK) will host the Expert Workshop on  

„Stabilisation in (Post-) Conflict Zones Perspectives of International Organisations & Implications for Germany”

During the last two years the Federal Foreign Office has undertaken important steps in order to enhance its civilian crisis response capabilities. Being one of the most significant organizational reforms in its history, the Federal Foreign Office’s new Division “Conflict Prevention, Stabilisation and Post-Conflict Peacebuilding” was created in order to reinforce synergies of all its capacities in that regard. Simultaneously the high number of acute violent conflicts has forced the new division to put a particular focus on “stabilisation”, thereby raising questions about the actual meaning, dimensions, and instruments of stabilisation in theory and practice. For the development of Germany’s new inter-ministerial guidelines for crisis prevention, stabilisation, and post-conflict peacebuilding it is important to answer these questions on the national level (particularly between all relevant Federal Ministries) but also on the international level.

As Germany’s foreign and security policy is highly integrated into multilateral structures provided by International Organisations, the new guidelines must be compatible and create synergies with the policies and practices of the most relevant International Organisations in that field. Our workshop intends to offer contribution to this debate by introducing the respective understandings and approaches of the EU, NATO, OSCE, and UN regarding the subject of stabilisation.

For each International Organisation under review there will be a panel combining the subject matter expertise of a senior representative of the respective International Organisation, a senior representative of the Federal Foreign Office, and an academic expert. The session moderators from ISPK and GGI will be steering the debate in order to find answers to the following questions:

  • What is each IOs specific understanding of stabilisation?
  • Which concepts and doctrines do exist?
  • What are the IOs experiences with stabilisation?
  • How does the IO perceive its own role in the field of stabilisation?
  • How does the IO perceive Germany’s role in the field of stabilisation?
  • What should Germany’s future national approach to stabilisation take into account in order to ensure compatibility and synergies with the IOs policies and practices?


Based on these insights, the workshop is supposed to identify concrete recommendations that should be incorporated in Germany’s future inter-ministerial guidelines for crisis management and peacebuilding. 

Participations of the workshop included representatives from different German ministries and governmental organizations, former and current representatives of the four International Organizations under review as well as researchers and analysts from various European Universities and Think Tanks.
